How to Put an Army IRR Packet Together

Packet Requirements What you need to include in your IRR packet:

1. IRR packet checklist based on Figure B-59 of USAR Pamphlet 600-5.

2. Form DA 4561, Request for Reserve Assignment or Attachment. Completed and signed by soldiers and commanders.

3. Your statement / certificate and supporting documents. This is based on the reasons listed in AR 140-10.

4. Chain of command recommendations.

5. Cogent personal reasons. If the specific reason is not listed in AR 140-10, it requires an exception to the principle by your OFTS.

6. Consultation Statement (Form DA 4856). This is from the commander to the soldier and face to face. Are you getting a bonus? This counseling statement must warn you about terminating the bonus or getting a refund.

7. Consultation Statement (Form DA 4856). From military career counselors to soldiers. It is also opposite.

Valid reasons for transfer from Troop Software Unit (TPU) to Individual Ready Reserves (IRR):

As a TPU soldier, you can send an IRR transfer package to the command chain. There is no guarantee for the approval of that packet or for your transfer to the IRR.

If you would like to upgrade your TPU to an IRR transfer opportunity, see the valid reasons listed in AR 140 -10, Chapter 4, Paragraph 9. If you have enough documents and facts to support one or more of these reasons, include them in your IRR packet. It will help you create your case for transfer to IRR.

Labor disputes:

Let’s say your employer can’t immediately release you from your work schedule so you can train … because your absence will have a negative impact on your employer’s operations. Previously, this was not an issue. Your employer released you on the weekends and was able to resume his operations. When they can not release you, you can reschedule.

Now? Your employer needs you on the day you need to drill for the company to continue its mission. Conditions have changed since you started working with this employer.

Or you are in a company that restructures and eliminates your work. They move you to other parts of the company. In this new job you are calling to different parts of the country and your schedule is random. You cannot reschedule training. Your employer can not leave you with any backup training without affecting the company’s operations.

These are just two examples, many of which show how your work can evolve into something that makes it difficult for you to meet TPU requirements.

In your soldier’s justification letter, give an objective picture of how your work schedule makes it impossible for you to keep up with TPU. Include a statement from your employer to support this justification.

Change of address:

You get a new job in your company. It will pay you more, it is something you enjoy doing, and it represents an increase in your civil career. Catching? You have to go somewhere two days away from the nearest Army Reserve Center. Your employer cannot leave you with enough time to arrive and return from the nearest Army Reserve.

In this scenario, you are a TPU soldier who cannot train with any Army Reserve Unit.

Or you get an ad that sends you abroad. Your work location is a long flight from the nearest Army Reserve Center.

For something like this, you will be able to file a package to transfer to the IRR. In your statement of military justification, include job orders, job advertisements, new job descriptions, objective pictures, details of your new job location, new residence, etc.

Cogent’s personal reasons:

This is a kind of “catch all” to cover other reasons that are not covered, especially in AR 140-10.

What you think is a good reason for the transfer may not be what the military thinks it is. That no. You also need to look at this from the perspective of your organization.

You are asking them to release you when they need you at the unit during training and summer training. They have no guarantee that they will get soldiers instead. You must convince them to “sign off” on your IRR packet.

Let’s say you are “burned out” from training. You just want to “sit around” in the IRR until the “burn out” phase is complete. In the eyes of your unit, this is the obvious reason. They can work with you to where you do not need to place an IRR transfer package.

In this example, your soldier’s reasoning letter is needed to provide a clear, objective picture of how your army reserve duty contributes to the arson. You will need a letter from your medical professional to help strengthen your certification.

Whatever personal reason you choose, be sure you can provide a purposeful image. Make sure you can provide factual information from topic experts relevant to your situation.

You also want to make sure that there is no other way to “fix” your current problem other than transfer to IRR. Before you do that, you have to figure out how to deal with it with resources that your organization can refer you to.

You have completed the TPU portion of your contract, you are now ready to transfer to IRR:

As of this writing, everyone who first enlisted in the military has signed an eight-year contract. When you first sign up for a six-year reserve military contract, they are not just signing up for a six-year term. At the end of those six years, the soldier had a two-year commitment. They can request a transfer to the IRR after their TPU commitment.

This concept applies even if the TPU portion of the contract is 3, 4 or 5 years old.

Once the TPU portion of the contract is finalized, they can request a transfer to the IRR. They have to continue drilling with the unit until they receive their IRR order.

Surviving son or daughter:

You are in reserve and continue your civil career. Two years later, your last sibling passed away. You are now the only surviving child of your parents. This is an unfortunate event, but one that gives you the opportunity to transfer from TPU to IRR.

When you write your Soldier’s reasoning letter, include documents proving that you are now the last / only surviving child for your parents.

Dependencies or difficulties make it impossible to participate in TPU:

Suppose your family situation changes and you need to provide extra care and support to one of your family members. This family member is the person on your list of dependents. You have no plans to take care of them … No one can afford to spend so much of their time and energy working to help you.

This dependent family member needs your presence. Without you, the well-being of this family member is negatively affected.

Two examples of this category are the “Living Assist” status and the “Live Assist” status. In these situations, family members cannot take care of themselves. Family members require attention, supervision, and direct support from soldiers to perform basic functions.

Statements by doctors, social workers, case managers and other stakeholders should be included in this packet. Their statements should focus on the nature of the difficulty in dependence and on the need for you to be consistent.

Pregnancy:

If you are pregnant, you may be able to transfer to an IRR. You must have MOS qualifications and you may not be able to do so within 3 months after your ETS.

Unselected for saving:

This affects TPU soldiers who have received their “official notice of retirement with wages at 60” letter. This is a “20 year ticket”. As a rule, these soldiers are subject to the Quality Control Council.

Prior to the council meeting, the affected soldiers received a “pre board” package. Soldiers are given two options. If the board withdraws troops from the TPU, which inspection team does the soldiers want to transfer to?

Soldiers may choose to transfer to a retirement reserve or to the IRR. If the Quality Control Board decides to remove the troops from the TPU, an order will be made by transferring the troops to the inspection team selected by the soldiers.

This also applies to TPU soldiers who are subjected to the actions of other types of board members. In this situation, soldiers may have the option of transferring to the IRR.

Non-scholarship ROTC enrollment:

The ROTC “Non-Scholarship” program is a program that gives students the opportunity to participate in the ROTC program without financial benefits. These students do not receive a monthly stipend. These students pay for their own tuition, fees and other expenses.

Soldiers who are accepted into this type of ROTC program can submit an IRR packet.

Merchant Marine Academy:

If you are admitted to Merchant Marine Academy, you can submit an IRR transfer package.

Army Regulations 140-10:

For details on each of these categories and how to apply under them, read Army Regulations 140-10, Assignments, Attachments, and Transfers.

Command and Advisor Statement of the Advisor:

Do you get a bonus for enrolling in your current TPU contract? If your IRR transfer is approved, you may lose the remaining bonus. Depending on your bonus limit, you may end up paying back a portion of your bonus that you received.

If you are receiving a bonus, you must be informed of this fact when you submit your IRR package.

This counseling statement should also inform you of your IRR responsibilities. The commander will include any information that is important to you. This includes the fact that you must continue training with the unit until you receive a transfer order to IRR.

The Career Advisor will notify you of any opportunities available to you in the IRR, including the opportunity to reclassify and transfer back to the TPU when personal conditions favor such changes.

IRR package transfer instructions:

1. Are you on your initial contract with IRR time after your TPU time? As a rule, you must not submit your IRR packet until your TPU obligations are completed. You can submit your IRR transfer package the day after your “TPU ETS” date.

2. After you submit your IRR package, you must drill with your unit until you receive your transfer order to the IRR.

Do not just follow what someone in your unit says. Some soldiers stopped drilling after they “finished” their “TPU” years because they thought they were in the IRR automatically. This is not true, they have to report back to training.

3. Keep track of your packets. If HRC does not receive your package, they may extend the status of your TPU until the end of your military service. In this case, you will have to train until you are 8 years old.

4. If you have unresolved health issues, you must resolve these issues before you can transfer to the IRR.

5. IRR soldiers still have obligations and points to do. However, you can consider active backup instead of IRR if you want to “exit” the TPU temporarily.

In IRR you must earn at least 50 points per retirement year.

In active reserves, it does not require you to earn at least 50 points. You maintain your military ties, but generally you are not required to maintain a good year. Active reserves are what most people assume of the IRR.
